The Netherlands(Holland) are considering closing down a dozen
prison yards, due to the sharp decline in crime. With only 12,000
detainees currently occupying surplus 14,000 capacity prisons, the
government wants to begin infrastuctural conversion.
But countries like Belgium and Norway have transferred some of
their detainees to prisons in the Netherlands, due to over crowded
prisons.
The crime decline in holland has been steady for over a decade,
probably the result of an extensive rehabillitation programme for
criminals, and loose drug laws in the country. Between 2012 and 2013
over 25 jail cells were closed.
